Foreign Office, June 20, 1914. I AM directed by Secretary Sir E. Grey to transmit to you herewith copies of telegrams, as marked in the margin,* from the British delegates to the International Opium Conference.

As regards the proposal of the delegates that His Majesty's Government should use their influence to induce the French and German Governments to ratify the convention, Sir E. Grey's view is that, while in the event of Germany ratifying the convention he would not be averse to urging upon the French Government the impolicy of remaining outside, in the present circumstances it is for the Netherlands Government to initiate any representations that may be made to outstanding Powers, and that unless and until their support is requested by that Government His Majesty's Government should take no steps in the matter.

Subject to the concurrence of the Board of Trade, Sir E. Grey proposes to inform the delegates accordingly.
